Shri Pralhad Joshi launches ‘Anna Chakra’

Union Minister Pralhad Joshi recently launched 'Anna Chakra', a supply chain optimization tool for the Public Distribution System (PDS).

Anna Chakra aims to enhance the efficiency of the PDS logistics network by optimizing food grain movement across the country.

Developed in collaboration with the World Food Programmer and IIT-Delhi, it uses advanced algorithms to identify optimal routes, reducing transportation costs and carbon emissions.

About the Public Distribution System The Public Distribution System (PDS) in India is a government-sponsored program designed to provide subsidized food grains and essential commodities to the poor and vulnerable sections of society.

Key Features: 

 Objective: To ensure food security and reduce hunger by distributing essential commodities at affordable prices. Commodities: Typically includes rice, wheat, sugar, and kerosene. Some states also distribute other items like pulses and edible oils.

Beneficiaries: The system primarily targets Below Poverty Line (BPL) households, Antyodaya Anna Yojana (AAY) families, and other identified beneficiaries under the National Food Security Act (NFSA).

Structure: Central and State Roles: The central government procures and allocates food grains to states. State governments manage the distribution through a network of fair price shops (FPS).

Fair Price Shops: 

These are local outlets where beneficiaries can purchase subsidized food grains.

Challenges: 

 Leakages and Diversion: Instances of food grains being siphoned off or diverted to the open market. Targeting and Identification: Ensuring that only eligible households receive the benefits

Quality Issues: 

Ensuring the quality of food grains distributed through the system.

Reforms:

 Digitization: Implementing digital systems for beneficiary identification, supply chain management, and distribution to reduce leakages.

Direct Benefit Transfer (DBT): 

Pilots for transferring subsidies directly to beneficiaries' bank accounts, allowing them to purchase food grains from the open market.
