Opposition’s notice seeks removal of Rajya Sabha Chairperson

The opposition parties have submitted a notice to move a motion for removing Vice-President Jagdeep Dhankhar from his position as the Chairman of the Rajya Sabha.

Historical Context: 

This is the first time in India's parliamentary history that a motion for the removal of a Vice-President has been submitted. Notice Submission: About 60 opposition MPs from various parties, including Congress, RJD, TMC, CPI, CPI-M, JMM, AAP, and DMK, have signed the notice.

Accusations:

 The opposition accuses Dhankhar of conducting the House in a partisan manner, interrupting opposition members, and using privilege motions to silence dissent.

Constitutional Provision for the removal of Rajya Sabha Chairperson The removal of the Rajya Sabha Chairperson, who is also the Vice-President of India, is governed by specific provisions in the Constitution of India.

Article 67(b):

 The Vice President can be removed from office by a resolution of the Council of States (Rajya Sabha) passed by a majority of all the then members of the Council and agreed to by the House of the People (Lok Sabha).

Key Steps for Removal: 

 Initiation of Resolution: The removal process begins with the introduction of a resolution in the Rajya Sabha. A 14-day prior notice must be given, signed by at least one-fourth of the total members of the Rajya Sabha.
